Giorgi Arehisze

Abdulwahab Alkebsi


Abdulwahab Alkebsi is the Regional Director for Africa and MENA. Prior to joining CIPE, Alkebsi served as the Director of the Middle East and North Africa division at the National Endowment for Democracy (NED), where he oversaw a portfolio that included Afghanistan, Iran, Iraq, North Africa, the Levant, the Gulf nations, and Yemen. Prior to working at the NED, Alkebsi served as the Executive Director at the Center for the Study of Islam and Democracy (CSID), a non-profit think tank, based in Washington D.C., dedicated to studying Islamic and democratic political thought and merging them into a modern Islamic democratic discourse. He has appeared several times in American, European and Middle Eastern media. He has been interviewed or quoted in The Wall Street Journal, The Washington Post, The Washington Times, U.S. News & World Report, United Press International, PBS, CNN, CNBC, BBC, Al-Jazeera, Al-Arabia, Al-Hurra, MBC, Abu Dhabi TV, ANA, Nile TV, and many others. Mr. Alkebsi was born in Yemen, and resides in Potomac, Maryland with his wife and three daughters.

Giorgi Arehisze

Giorgi Areshidze


Dr. Giorgi Areshidze is director and senior fellow at the Partnership for Social Initiatives (PSI), a Tbilisi-based NGO devoted to developing ideas and policies for the consolidation of liberal democracy in Georgia. He is also director of the Orbeliani Center for Advanced Strategic and National Security Policy, which conducts analyses of demographic trends and publishes the annual Demographic Yearbook of Georgia. Prior to joining PSI in 2000, he was a prominent member of the Georgian business community, helping to establish one of the country’s largest private banks, as well as the Association of Banks of Georgia. He has since worked with several NGOs that promote the role of the private sector, property rights, and democratic governance. During the spring of 2008, Dr. Areshidze was a Reagan-Fascell Fellow at the National Endowment for Democracy where his research examined the role of the business community in the democratic transitions of Georgia and Ukraine. His research is also focused developing a general vision of the business sector as an engine of democratic change in transitional societies.

Hisham Awartani

Hisham Awartani


Dr. Hisham Awartani is the Executive Director of the Center for Private Sector Development (CPSD). CPSD was established in 2001 as a subsidiary of the Palestinian Businessmen Association, which is the leading private sector organization in the Palestinian Territories. A graduate of the American University of Beirut and Bradford University in England, he has been involved in research and advocacy relating to economic development in the region for more than 20 years. Through programs that he has developed and administered at the CPSD, he is helping to educate decision-makers and the general public in the West Bank & Gaza and Israel on the issues of democratic governance and economic reform. Dr. Awartani holds a Ph.D. in Agriculture Development and is a professor of economics at An-Najah University in the West Bank city of Nablus. In this capacity, he is directing policy-oriented research on economic development, particularly as it concerns the performance of public sector institutions, non-governmental organizations (NGOs), and the private sector.

Boris Begović

Dr. Boris Begović


Dr. Begovic is the President of CLDS and professor of economics at the School of Law, University of Belgrade. He received his education at the University in Belgrade, London School of Economic and JFK School of Government, Harvard University. His field of expertise includes industrial organization, economics of regulation/antitrust, economics of public utilities, urban economics and economic analysis of law. Dr Begović was a chief economic adviser of the Federal Government of FR Yugoslavia 2000-2002, mainly involved in negotiations with IFIs, WTO accession and foreign trade liberalization, and foreign debt rescheduling. He took an active part in governmental task forces on new legislation on privatization and telecommunications in Serbia. He published numerous articles in international and domestic journals and two books: Economic Approach to Optimal City Size (1991) and Economic of Town Planning (1995).

Dr. Kim Eric Bettcher

Kim Bettcher leads CIPE’s knowledge management initiative, which captures lessons learned during more than two decades of democratic and economic institution-building around the world. The program identifies the core ingredients of successful reform projects, offers practical guidance in program design and implementation, and facilitates knowledge-sharing among CIPE partners and staff.

Dr. Bettcher came to CIPE from the Harvard Business School where, as a research associate, he wrote case studies for the MBA program. He received a PhD in political science from Johns Hopkins University and a bachelor’s degree from Harvard College. At CIPE he has written and edited papers, toolkits, and case studies, especially the case collection Strategies for Policy Reform: Experiences from Around the World and the CIPE Guide to Governance Reform: Strategic Planning for Emerging Markets. He has also published articles in the Harvard Business Review, Party Politics, SAIS Review, and the Business History Review.

Camelia Bulat


Ms. Camelia Bulat is the Program Director of CIPE Balkan Regional Office in Romania. She is also the Executive Director of the CIPE-established Regional Center for Organization Management (RCOM) which provides programs and services for business support organizations and other types of NGOs. Ms. Bulat possesses over twelve years of experience in working with civil society groups (business associations, employers organizations, women representatives, advocacy watch dogs, chambers of commerce). She has worked closely with civil society organizations throughout the Balkans, Moldova, Ukraine, and Belarus, strengthening their capacity in multiple key areas: advocating for better public policies, coalition building, creating programs and services tailored to members’ and local needs, and overall improvement of governance, management and operations. She holds an MBA from the Open University, in addition to a certificate in nonprofit organizations management from the U.S. Chamber of Commerce’s Institute for Organization Management, a professional diploma in management, and a BA in biochemistry.

Luciana Díaz Frers is the Director of the Fiscal Policy Program at Center for the Implementation of Public Policies Promoting Equity and Growth (CIPPEC). CIPPEC was founded in September 2000 and it is a private, non-profit organization that strives to create a more just, democratic, and efficient State in Argentina to improve the quality of life for all Argentine citizens. Ms. Díaz Frers holds a BA in Economy from the University of Buenos Aires; a Masters in International Economy from the Institute of International Economy in Kiel, Germany; and a Masters in Economic History of Developing Countries from the London School of Economics, UK. She has also worked as a research economist at IERAL (the Institute of Economic Studies on Argentine and Latin American Reality) of the Mediterranean Foundation and as an advisor at the Argentine Ministry of Economy.

Diamond, Larry


Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, both at Stanford University. He is also the founding coeditor of the Journal of Democracy and co-director of the International Forum for Democratic Studies of the National Endowment for Democracy. During 2002-3, he served as a consultant to the U.S. Agency for International Development (USAID) and was a contributing author of its report Foreign Aid in the National Interest. He has also advised and lectured to the World Bank, the United Nations, the State Department, and other governmental and nongovernmental agencies dealing with governance and development. At Stanford University, Diamond is also professor by courtesy of political science and sociology and coordinates the democracy program of the Center on Democracy, Development, and the Rule of Law. Among his published works are The Spirit of Democracy, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq (2005), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989).

Dr. Ignacio De León received an LL.M. from Queen Mary College and holds an M. Phil. and a Ph.D. in Law from University College London. Dr. De León served as the founder and President of Venezuela's Competition Authority, Pro-Competencia (1998–2000) and as counsel of the Venezuelan Foreign Trade Institute (1990–1992). He was also the Director of CEDICE, Caracas-based think-tank. Currently, he is the President of the Instituto Libertad y Prosperidad and a professor in the Department of Economics at the Universidad Católica Andrés Bello in Caracas. He also serves as the Executive Director of EconLex Development Strategies and as a member the Editorial Advisory Board of World Competition Law and Economics Review.

Mr. de Soto is President of the Institute for Liberty and Democracy (ILD), headquartered in Lima, Peru and considered by The Economist as one of the two most important think tanks in the world. Time magazine chose him as one of the five leading Latin American innovators of the century in its special May 1999 issue "Leaders for the New Millennium", and included him among the 100 most influential people in the world in 2004. Mr. de Soto has served as an economist for the General Agreement on Tariffs and Trade, as President of the Executive Committee of the Copper Exporting Countries Organization (CIPEC), as CEO of Universal Engineering Corporation, as a principal of the Swiss Bank Corporation Consultant Group, and as a governor of Peru’s Central Reserve Bank. Currently, Mr. de Soto, together with his colleagues at ILD, is focused on designing and implementing capital formation programs to empower the poor in Africa, Asia, Latin America, the Middle East, and former Soviet Nations.

Dr. Jesus P. Estanislao currently heads two organizations committed to governance reforms: the Institute of Corporate Directors and the Institute for Solidarity in Asia. He served as Chair of the President’s Governance Advisory Council and the Philippine representative in the ASEAN Eminent Persons Group. He was the founding Dean of the Asian Development Bank Institute in Tokyo, founding President of the University of Asia and the Pacific, and founding Executive Director of the Center for Research and Communication. After the 1986 People Power revolution in the Philippines, he was given the task of rehabilitating the Development Bank of the Philippines. In 1989, he was appointed to the Cabinet of President Aquino, whom he served as Secretary of Economic Planning and Director General of the National and Economic Development Authority, and subsequently as Secretary of Finance. Dr. Estanislao holds a Ph.D. in Economics from Harvard University and an MA in Economics from Fordham University and four honorary doctoral degrees from Xavier University, St. Paul University, Manila Central University, and the University of San Carlos. He was awarded the Philippine Legion of Honor in 1992.

Dr. Majdi Hassen is the Executive Director of IACE, L'Institut Arabe des Chefs d'Entreprise (The Arab Institute of Business Managers). The Institute promotes the good governance in enterprises and offers business managers training courses and seminars. The efforts of the Institute also focus on studies and research on the transformation of the Tunisian economy and the role of the private sector. Dr. Hassen is an assistant professor at the University of Tunis as well as a consultant for various organisations. He has authored numerous research papers on entrepreneurship and corporate governance, and conducted many research projects in those fields. Mr. Hassen holds a Doctorate in Finance. He is also a certified trainer with UNDP in entrepreneurship and with IFC in corporate governance.

Anwar Ibrahim


Datuk Seri Anwar Ibrahim was Deputy Prime Minister of Malaysia from 1993-1998. He also served as Minister of Finance for Malaysia from 1991-1998. Highly respected for his principled stance against corruption and his skillful management of the Malaysian economy during the turbulent period of its financial crisis, Anwar is also viewed as one of the forefathers of the Asian Renaissance and a leading proponent of greater cooperation among civilizations. He is an ardent supporter of democracy and is an authoritative voice bridging the gap between East and West. Anwar was invited to join the United Malays National Organization (UMNO), the ruling political party in Malaysia, and the government in 1982. He served as Minister of Culture, Youth and Sports in 1983; Minister of Agriculture in 1984; and Minister of Education in 1986, prior to his tenure as Finance Minister and Deputy Prime Minister in the 1990s. He returned to the Parliament as leader of the opposition after winning the by-election in August 2008.

Stephen Jordan is senior vice president and executive director of the Business Civic Leadership Center, an affiliate of the U.S. Chamber of Commerce. He has served in this capacity since the organization's founding as the Center for Corporate Citizenship (CCC) in May 2000. Stephen leads BCLC's engagement;with a broad spectrum of companies and chambers of commerce in the United States and overseas. Daniel Kaufmann is Nonresident Senior Fellow at the Brookings Institution. Previously, he was the Director at the World Bank Institute, leading the work on Governance and Anti-Corruption. His expertise is in public sector reform, governance and anti-corruption. He has also focused much work over the years and written extensively on investment climate, corporate ethics and business development. Regarded as a leading expert, researcher, and adviser to countries on governance and development, Mr. Kaufmann has pioneered new approaches to analyze country governance as well as survey methodologies and indicators for good governance and anti-corruption programs around the world. His previously held positions at the World Bank included managing a team on Finance, Regulation and Governance, heading capacity building for Latin America; he also served as Lead Economist both in economies in transition as well as in the Bank's research department. He is also a member of the World Economic Forum (Davos) faculty. A Chilean national, Daniel Kaufmann received his M.A. and Ph.D. in Economics at Harvard, and a B.A. in Economics and Statistics from the Hebrew University of Jerusalem.

Prem Khanal

Prem Khanal


Mr. Prem Khanal is chief of the business bureau at the Kathmandu Post, where he has published more than 250 articles on politics, business, corruption, and economic reform in Nepal. An economist by training, he previously served as research officer for the Institute for Development Studies, in Kathmandu. He has authored two books, An Analysis of Public Expenditure in Nepal (2005) and A Study on Government Plans, Programs, Budget Affecting Children in Nepal (2002), and has co-authored Problems and Prospects of Reforms in Nepal (2003). He recently completed a study on “Financing Education in Nepal” for Action Aid International. In 2004, his numerous expository pieces on corruption and the misuse of public funds earned him an Outstanding Performance Award from Kantipur Publications, the largest media firm based in Kathmandu. Currently, Mr. Khanal is studying political resistance to economic reforms in Nepal since 1990 and the impact of this resistance on democratization in the country.

Ms. Yanti Koestoer is the Executive Director of Indonesia Business Links (IBL), a not-for-profit organization established by business leaders in Indonesia to promote good corporate citizenship among companies and build partnerships for development. A major aim of the organization is to contribute towards the creation of sound and ethical business practices in the country. The IBL is an affiliate of the Prince of Wales International Business Leaders Forum. Ms. Koestoer has developed and supervises numerous programs in business ethics, entrepreneurship and youth employment, and responsible natural resources practices. Frequent speaker at national and international corporate social responsibility (CSR) seminars, she was a Judging Member of Environmental Excellence Awards, Asian Forum on CSR 2005 and 2006. She graduated with a Master of Philosophy in environmental science from Griffith University (Australia), and BSc (Chemistry) from University of Indonesia.

Thomas O. Melia

Mr. Melia is Deputy Executive Director of Freedom House since 2005. He was previously Director of Research at the Institute for the Study of Diplomacy, and Adjunct Professor in the School of Foreign Service, at Georgetown University in Washington, DC where he continues to teach. For more than a dozen years, Melia held senior posts at the National Democratic Institute for International Affairs (NDI), a leading non-governmental organization engaged in the promotion of democracy worldwide. From 1998 to 2001, he was the Institute's Vice President for Programs. Earlier, he managed the Institute's programs in Central and Eastern Europe (1988 to 1993), in the Middle East (1993 to 1996), and directed programs in more than a dozen African countries. Mr. Melia was Associate Director of the Free Trade Union Institute of the AFL-CIO (1986 to 1988). Prior to that he served for six years as Legislative Assistant for foreign and defense policy to U.S. Senator Daniel Patrick Moynihan (D-NY).

Igor Munteanu

Dr. Igor Munteanu is the Executive Director of the Institute for Development and Social Initiatives (IDIS) “Viitorul.” IDIS is one of the most influential think tanks in Moldova promoting ideas and knowledge of market-oriented democratic systems and it has become a civic platform bringing together experts in economics, politics, law, and social sciences. Mr. Munteanu holds a Ph.D. in Public Law from the Free International University of Moldova (ULIM). He served as editor-in-chief for the journal of political science Political Arena. During 1997-2005, he was a political commentator for Radio Free Europe. Since 2001, he has been an expert for the Congress of Local Authorities of the Council of Europe. Since 2007, he has also been a member of the Advisory Board of the Black Sea Trust Fund part of the German Marshall Fund. Dr. Munteanu is a lecturer at the Academy of Economic Studies of Moldova. He wrote and edited several books and articles on such topics as legal and political regimes after USSR dissolution, economic modernization, economies in transition, and local and regional governance.

Dr. Muhamet Mustafa


Dr. Muhamet Mustafa is President and founder of Riinevst Institute in Kosovo (Kosova). He was minister coordinator for the development policy and planning in the Government of former Yugoslavia (1986-1989), Minister for Development of Kosova’s government (1984-1986), Director of the Found for Road Construction in Kosova (1981-1984). Dr. Mustafa is the author of numerous papers published in various professional and scientific magazines and presented in symposiums and conferences, as well as several books: Income Policy and Productivity (1981), Organization of the Investment System and the Economic Development of Kosova (1985), Cybernetics in Economy (1989, 1990), Cybernetics and Introduction to Informatics (1995), Management of Investment Projects (1997), Investment Management (2004), and Small and Medium Business Development (2006). Dr. Mustafa is also a cofounder of the Riinvest University and a professor at Faculty of Economics in University of Prishtina.

Dr. Douglass C. North


Dr. North is a professor of economics and history at the Washington University in St. Louis. He is also professor of history and a fellow of the Center in Political Economy. He was on the faculty of the University of Washington and held visiting chairs at Cambridge and Rice Universities.  In 1993, Dr. North was awarded the Nobel Memorial Prize in Economics. He is a fellow of the American Academy of Arts and Sciences and has served as president of the Economic History Association and the Western Economic Association. His major interest is the evolution of economic and political institutions. The effects of institutions on the development of economies through time is a major emphasis in his work in both economic history and development. Among his books are The Rise of the Western World (with R. P. Thomas, 2nd edition), 1973, Growth and Welfare in the American Past, 1973, Structure and Change in Economic History, 1981, and Institutions, Institutional Change and Economic Performance, 1990.

Okechukwu Nwanguma


Mr. Okechukwu Nwanguma is project head for campaign operations and periodic reports at the Civil Liberties Organization (CLO) in Lagos, where he monitors, documents, and publicizes cases of human rights abuses in Nigeria. Beginning with his days as a student activist at the University of Nigeria (1988–1992), when he served as speaker of the Student Union House of Representatives and helped to form a youth group in support of the anti-apartheid struggle in South Africa, Mr. Nwanguma has emerged as a fearless advocate of civil liberties in Nigeria and beyond, facing government-sanctioned terror squads and risking personal safety as he speaks out against police brutality throughout the country. During the spring of 2008 he was a Reagan-Fascell Fellow at the National Endowment for Democracy, focusing his research on developing a model for police reform in Nigeria.

Mr. Jaroslav Romanchuk is the Executive Director of the independent analytical center “Strategy” in Minsk, Belarus. The center holds seminars and courses for scholars and political activists and publishes books and pamphlets on the ideas of liberty. He is also Deputy Chairman of United Civil Party of Belarus. Mr. Romanchuk has authored numerous publications on post-Soviet transition, including Belarus: Choosing Economic Future (1999, in Russian), Liberalism: Ideology of a Happy Person (2007), and In Search of Economic Miracle: Lessons for Belarus. He is the winner of Atlas Economic Research Foundation Sir Anthony Fisher Award in 2006, Templeton Freedom Awards in 2006 and 2007, and International Society for Individual Liberty Marshall Bruce Evoy Award for promoting liberty in the world.

Mr. James Shikwati is the founder and Director of the Inter Region Economic Network (IREN), an independent Kenyan think tank promoting economic freedom of trade as the driving solution to poverty in Africa. He is also the Country Director for Students in Free Enterprise (SIFE Kenya) and Chief Executive Officer (CEO) of an online business magazine The African Executive published weekly by IREN. Mr. Shikwati is a writer and a commentator on public policy with a special interest in development, environment, trade and agriculture related issues. He has written widely on a variety of subjects in Kenyan and international newspapers and magazines, such as The Times, The Guardian, The Wall Street Journal, The Washington Post, The Sydney Morning Herald, The Business News, The Daily Nation, and The East African Standard. The World Economic Forum named Mr. Shikwati among the 250 Young Global Leaders of 2008.

Robin Sitoula is President of Samriddhi, The Prosperity Foundation – a public policy institute based in Kathmandu, Nepal. He first became involved in youth activism in 1997. In 1999, he joined Youth Initiative as a co-founder of the organization. Since then, he has been designing, developing and conducting programs meant to bring leadership skills and civic awareness to young students and young policymakers in Nepal. He is also the founding President of Liberal Youth South Asia and has traveled extensively throughout South Asia to conduct programs in free market and democracy with young people in the region. He has been a delegate to the International Visitor Leadership Program (IVLP) of the Department of State and a visiting fellow at the Atlas Foundation. Mr. Sitoula graduated with a degree in Investments and Financial Management (MBS Program) from Tribhuwan University of Nepal. He has co-authored research papers on youth employment status and youth political organizations and their influence in Nepal. His areas of interest are public policy, youth empowerment, and development.

Ruslan Stefanov


Mr. Ruslan Stefanov is the Coordinator of Economic Program at the Center for the Study of Democracy (CSD) in Sofia, Bulgaria. He joined CSD in 2002 and has since worked on various projects in two major areas: anti-corruption, gray economy and governance; and knowledge economy and innovation. Recently he has been engaged in research on undeclared work in Central and Eastern Europe, knowledge economy assessment, and national innovation systems. Mr. Stefanov is also responsible for media presentations of CSD economic research and projects. He holds a Master's degree in Economics from the University of National and World Economy, Sofia, and the University of Economics and Business Administration, Vienna. He has completed a number of additional qualification and proficiency courses in economics and international relations and is an alumnus of the Salzburg Seminar.

Daoud Sultanzoy


Daoud Sultanzoy is Chairman of the Economic Committee of the Afghan Parliament (Wolesi Jirga) from Ghanzi Province. Mr. Sultanzoy is one of the emerging personalities in the country’s political arena. A civil pilot by training, after the Soviet invasion of Afghanistan he defected on a plane to Germany. He then worked for foreign airline companies and settled in Southern California. After the fall of the Taliban regime he returned to Afghanistan and began engaging in the political life. He successfully ran for a seat in the Parliament. Outspoken critic of corruption and slow pace of reforms in the country, he’s currently working towards establishing a party that would unify progressive and democratic forces of the Afghan society.

Ms. Vanesa Weyrauch is the Director of the Civil Society Influence Program at Center for the Implementation of Public Policies Promoting Equity and Growth (CIPPEC). CIPPEC was founded in September 2000 and it is a private, non-profit organization that strives to create a more just, democratic, and efficient State in Argentina to improve the quality of life for all Argentine citizens. Ms. Weyrauch holds a B.A. in Communication Sciences from the Universidad Austral and a Masters in Administration and Management from Harvard University. She is a Ph.D. candidate in Communication Sciences, focused on non-profit organizations. Ms. Weyrauch has worked as a consultant and a communications analyst for diverse companies (Siemens, Bank of Boston, Trinity Communications) and non-profit organizations. Currently she teaches Sociology of Public Communication at the Universidad Austral and Communication for NGOs at the Universidad Nacional de Cuyo.

Andrew Wilson is the Regional Director for Eastern Europe and Eurasia at the Center for International Private Enterprise, where he manages technical assistance and grants programs promoting economic and democratic reform in the region. Before joining CIPE, Wilson worked as a private sector training specialist at the Academy for Educational Development, and as a program coordinator for international exchange programs. Wilson has a master's degree in East European Studies from the School of Slavonic and East European Studies at the University of London and a bachelor's degree in history from Lewis and Clark College in Portland, Oregon.

John Zemko


John Zemko is the Regional Director for Latin America and the Caribbean at CIPE. Zemko established CIPE's award winning website, the Forum on Economic Freedom, and has moderated interactive discussion groups in cooperation with the World Bank Institute on the topic of corruption. Previously, he was a senior consultant at the accounting firm of PriceWaterhouseCoopers and an editor for the Economist Intelligence Unit in New York. Mr. Zemko has a master's degree in international business from Columbia University and a bachelor's degree from the University of California, Riverside in political science and Latin American studies.

Kate Zhou

Kate Zhou


Dr. Kate Zhou is associate professor of political science at the University of Hawaii, where she teaches courses on Asian politics, women and development, and political economy. An accomplished academic, she has devoted over twenty years to studying Chinese politics and grassroots movements, and is the author of more than twenty articles and book chapters, as well as the book How the Farmers Changed China: Power of the People (1996). Dr. Zhou is also a prolific activist, having founded the Educational Advancement Fund International, the U.S.-Asian Entrepreneurs Association, and several NGOs in China (including the Qiaotou School, the Xiangxi Human Resource Center, the Rural Minority Women’s Training School, and the Huairen-Hawaii English Art School). In 2006, she was awarded the Templeton Freedom Award for Social Entrepreneurship in recognition of her activism. In the spring of 2008, she was Reagan-Fascell Fellow at the National Endowment for Democracy. During her fellowship, Dr. Zhou was working on her new book China’s Long March to Freedom: Grassroots Liberalization through Individual Action.
